• Good understanding of the Moldovan agricultural sector (and the high-value crops specifically, i.e. fruits, vegetables, niche market products);

• Previous professional experience in business consulting services in the area of economic development;

• Good writing and oral communication/presentation skills in English, Romanian and Russian;

• Experience working or studying abroad in an English-speaking environment is an advantage;

- University degree in computer science or a relevant field;
- At least two years of experience in C/C++ programming;
- Good knowledge of WinAPI, MFC;
- Familiarity with Microsoft development tools;
- Ability to read and understand technical documentation written in English.

Either of the following is a plus:
- Experience with programming hardware devices;
- Familiarity with the GSM 11.11 standard.

Context
Programul Naţiunilor Unite pentru Dezvoltare în Republica Moldova angajează un grup de consultanţi naţionali pentru evaluarea necesităţilor de instruire a reprezentanţilor organizaţiilor necomerciale în domeniul diversificării surselor de finanţare.

Sumarul sarcinilor: Pentru realizarea obiectivului propus consultanţii:
• vor participa la şedinţele de lucru iniţiate de Proiect şi/sau liderul de echipă;
• vor elabora în comun strategia de evaluare a necesităţilor de instruire în domeniul diversificării surselor de finanţare (fundraising, antreprenoriat social, prestare de servicii) a reprezentanţilor organizaţiilor necomerciale:
• vor elabora în detalii metodologia de evaluare, asigurând respectarea principiului de reprezentativitate multidimensională (geografică, socială, etnică, după domeniul de activitate etc.);
• vor elabora în detalii instrumentele de evaluare;
• vor realiza procesul de colectare a datelor;
• vor realiza procesul de analiză şi sinteză a datelor colectate, de scriere a constatărilor, concluziilor şi recomandărilor, propunerilor privind asigurare a eficienţei instruirii şi acţiunilor de follow-up;
• vor elabora şi vor prezenta „Raportul de evaluare a necesităţilor de instruire în domeniul diversificării resurselor financiare.”

Calificări:
• Studii superioare în pedagogie, sociologie şi/sau alte domenii relevante;
• Cunoaşterea domeniului organizaţiilor necomerciale din Moldova;
• Experienţă avansată în realizarea activităţilor de evaluare a necesităţilor de instruire;
• Experienţă în planificarea şi realizarea unor programe de instruire pentru reprezentanţii organizaţiilor necomerciale;
• Abilităţi de analiză şi sinteză, elaborare a rapoartelor analitice;
• Abilităţi de comunicare, lucru în echipă;
• Responsabilitate, flexibilitate, creativitate;
• Experienţă de lucru în cadrul proiectelor UNDP va constitui un avantaj.
